PUB Invites Tenders For Large-Scale Floating Solar PV Project At Pandan Reservoir In Singapore

The Public Utilities Board (PUB) invites eligible companies to participate in a tender for the construction of a Large-Scale Floating Solar Photovoltaic (PV) Project at Pandan Reservoir. This project, covered under WTO-GPA/FTA regulations, aims to enhance Singapore’s renewable energy infrastructure.

Key Details of the Tender:

  1. Project Scope: The selected contractor will undertake the design, engineering, procurement, construction, installation, testing, and commissioning (EPCC) of the Selco Solar PV Plant at Sungai Selangor Phase 1 Water Treatment Plant – Package L5.
  2. Contract Specifications: The contract is valued at RM21,000,000.00 and is expected to commence in March 2025, with completion targeted within 29 years.
  3. Eligibility: Tenderers registered with the Building Construction Authority (BCA) in ME03 (Solar PV System Integration) or ME05 (Electrical Engineering) financial grade L6 are eligible to participate.
  4. Tender Briefing: An in-person tender briefing will be held at PUB WaterHub, Singapore, on June 24, 2024, at 10 am SGT. Registration is required by June 21, 2024, via email.
  5. Confidential Information: Tenderers must complete and return the Confidentiality Deed by August 29, 2024, to access financial, geotechnical, and topographical data related to the project.
  6. Submission of Tenders: All tender submissions, including the Tender Price and required annexes, must be submitted electronically via GeBIZ by 1600 hours SGT on September 26, 2024.
  7. Validity Period: Tenders shall remain valid for 270 days from the Closing Date and Time, during which no withdrawal of tender is permitted.
