The United Nations’ former climate chief, Christiana Figueres, has recently warned that the United Arab Emirates’ (UAE) approach as the host of the upcoming Cop28 climate summit is risky. The Cop28 summit is set to take place in November 2023 and will bring together world leaders to discuss and address the global climate crisis.
Figueres, who served as the executive secretary of the UN Framework Convention on Climate Change from 2010 to 2016, expressed concerns about the UAE’s reliance on fossil fuels and its lack of progress in transitioning to renewable energy sources. In an interview with The National, Figueres stated that “the UAE has a very high carbon footprint and is not yet on a path to decarbonization.” She also noted that the country’s approach to hosting the Cop28 summit could be seen as a “risk” due to its heavy reliance on fossil fuels.
Figueres’ concerns are not unfounded. The UAE has set ambitious targets for renewable energy, aiming to generate 50% of its electricity from clean sources by 2050. However, the country’s current energy mix is still heavily reliant on fossil fuels, with oil and gas accounting for over 90% of its energy consumption.
Furthermore, the UAE has faced criticism for its lack of transparency in reporting its greenhouse gas emissions. In 2020, a report by the Climate Action Tracker found that the country’s emissions reduction targets were “insufficient” and “not in line with limiting warming to 1.5°C.”

The country has invested heavily in infrastructure and technology to support the event, including building a new conference center in Dubai and launching a virtual platform for remote participation.
In response to Figueres’ comments, the UAE’s Minister of Climate Change and Environment, Dr. Abdullah Belhaif Al Nuaimi, stated that the country is “fully committed to the decarbonization of our economy and society.” He also noted that the UAE has made significant progress in developing renewable energy sources, including the world’s largest solar power plant.
