Potential Challenges for the NZ ETS in the 2020s: A Look at the Climate Change Commission’s Role

The New Zealand Emissions Trading Scheme (NZ ETS) has been a key tool in the country’s efforts to combat climate change since its inception in 2008. However, as we enter a new decade, the scheme faces a number of potential challenges that could impact its effectiveness in reducing greenhouse gas emissions. One of the key players in addressing these challenges is the Climate Change Commission, which was established in 2019 to provide independent advice on climate change issues.

One of the main challenges facing the NZ ETS in the 2020s is the need to increase the ambition of emission reduction targets. The current target under the Paris Agreement is to reduce emissions by 30% below 2005 levels by 2030. However, recent reports have indicated that more ambitious targets will be needed to limit global warming to 1.5 degrees Celsius. This will require significant changes to the NZ ETS, including potentially lowering the cap on emissions and increasing the price of carbon.

Another challenge for the NZ ETS is ensuring that it is fair and equitable for all sectors of the economy. Currently, some industries receive free allocation of carbon credits, while others have to purchase them on the market. This can create disparities in costs and incentives for reducing emissions. The Climate Change Commission will need to consider how to address these inequities while still ensuring that emissions are reduced across all sectors.

Additionally, the NZ ETS will need to adapt to changing international markets and regulations. As more countries implement their own carbon pricing mechanisms, there is a risk of carbon leakage, where emissions-intensive industries move production to countries with weaker climate policies. The Climate Change Commission will need to work with other countries to ensure that the NZ ETS remains effective in reducing global emissions.

Finally, public awareness and support for the NZ ETS will be crucial in the 2020s. Climate change is an increasingly urgent issue, and there is growing pressure on governments and businesses to take action. The Climate Change Commission will need to communicate the importance of the NZ ETS and ensure that it is seen as a key tool in New Zealand’s efforts to address climate change.

In conclusion, the NZ ETS faces a number of challenges in the 2020s, but with the support of the Climate Change Commission and other stakeholders, it has the potential to continue playing a key role in reducing New Zealand’s greenhouse gas emissions. By addressing issues such as ambition, equity, international cooperation, and public awareness, the NZ ETS can help New Zealand meet its climate change goals in the coming decade.
